If you are a prime minister or a president and you have done something wrong do not argue with your ministers and the members of the parliament or congress. Take the seemingly courageous position to agree to have a so-called independent investigator. But make sure that you appoint him yourself. By choosing not a friend, but someone who owns you his career or to whom you have done a big favour; by fixing the scope and the limits of his remit, you will be safe. Unless he is an ungrateful fellow, he will whitewash you and you will be able to carry your job for a long time after in the same way as before.
